Yeah, humans have been able to do stuff like that for a while, its just first being used more widely. I read about it a bit ago, quite interesting stuff, however there have been cases where it hasnt worked properly. Right now though you cant control the person, you can only jam their ability to control muscles (on most people), so the only practicle uses would be for a non-lethal weapon or to show kids what its like to be drunk (probably the best reason ) but just imagine what it will be in ten years.
