You can start right away if you want. It doesn't need to be just like your game character. So yes, I suppose you could use a custom race. But have a story behind it. Don't just say : "I'm not from around here" or something. Give us a little background, and it'll be fine.

I suppose a player may have more than one, but only if they flesh out both of them and don't just have one for show. So, yes. But don't just throw one in and abandon him later.

Well any number of people can come up with a main setting and plot line. So far, each of these roleplays have been thought of and maintained by one person, though you could collaborate with another if you wanted. It is up to these people to make the setting, and apply the main story to the role playing. The setting should be detailed and explained thoroughly in the first post, and that can have information added to it as it comes up. The plot line should be fairly flexible, as each new character can drasticly change the current plot. The characters that other players make are made in context to the setting, since the plot line is often kept fairly secret. Each individual should, ideally, make characters that have some form of background, a current life, and a purpose in mind. These three things, again, are based on the setting that has already been specified. It is up to the role players to follow the guidelines of the role play when making new characters and actually playing them. Character development and plot creation are two different skills of roleplaying -- you can get better at them. A player should learn to create a solid individual setting, making the character unique, while also applying the rules of the role play. The degree of detail that the creator(s) gives to the world changes the difficulty of this task. Each new world, or spin off an aleady created one, should be well described, and should answer big questions about itself early on. These are the fundementals of rolepalying, the rest simply comes with time.
