It's an optical illusion, just something the brain creates on it's own.

Yup, it probably hits your blind spots your brain fills in the rest depending on whats around the spot, so if you are moving closer or away it will replace it in different spots so it appears to be moving... or something along those lines I cant remember exactly what causes it but its close.

well it can't have anything to do with blind spots since it works at all distances and angles.

No, it only works for the ones on the side, if one moves it makes the others appear to be moving (and besides others have to be there for the brain to copy it). I just remember reading that these things have to do with the brain filling in spots... and some other thing too.
(one reason is notice how you have to focus on the black dot, that ensures correct angles and it doesnt work at all distances, it is ranged.)
